Session 2: The Role of the Engineering Supervisor
Aims:
To explore the responsibilities and duties of an Engineering Supervisor (ES).
Objectives:
Identify the technical aspects of the ES role according to GERT8000 Rule Book Handbook 12.
Relate the Network Rail Lifesaving Rules to the role.
Understand the leadership qualities and duty of care required of an ES.
Aims:
To understand the ES role within the possession planning process.
Objectives:
Learn the stages of the Possession Planning Process.
Identify how and where the ES is involved in planning, ensuring alignment with safety protocols.
Aims:
To explore the process of a Person in Charge of Possession (PICOP) taking possession.
Objectives:
Define roles and responsibilities during possession.
Discuss the equipment involved in taking possession, such as Possession Limit Marker Boards and detonators.
Session 5: ES Setting up a Worksite
Aims:
To analyze the responsibilities of the ES in setting up a safe worksite.
Objectives:
Define the ES’s role and responsibilities when setting up a worksite.
Learn about the documentation and tools needed to ensure a Safe System of Work (SSOW).
Understand how ES coordinates with the Controller of Site Safety (COSS) or Individual Working Alone (IWA).
Aims:
To understand the role of the Person in Charge of Sidings (PICOS) and how it relates to the ES.
Objectives:
Outline the PICOS role and responsibilities..
Explore the relationship between sidings possession and the ES’s duties.
Aims:
To examine how an ES manages rail vehicle movements in a possession.
Objectives:
Define the roles of Machine Controllers and Crane Controllers.
Learn how to manage vehicle movements using appropriate documentation, such as vehicle management forms.
Session 8: Loading and Unloading/Train Preparation
Aims:
To explore the ES role in overseeing loading and unloading operations.
Objectives:
Understand the coordination between the Person in Charge of Loading and Unloading and the ES.
Learn the communication processes and requirements for safe train preparation.
Aims:
To outline the procedures for the safe handover of ES responsibilities during a possession.
Objectives:
Discuss the responsibilities of both the outgoing and incoming ES.
Analyze risk factors that could impact the safety of the handover process.
Session 10: Worksite Overruns
Aims:
To discuss the ES’s actions in the event of a possession overrun.
Objectives:
Learn the required actions for an ES in case of a Temporary Speed Restriction (TSR) not being removed during a possession.
Session 11: Suspension and Handing Back of Worksite
Aims:
To discuss the process for suspending and handing back worksites.
Objectives:
Explore the ES’s role in Line Clear Verification (LCV).
Review the actions required to hand back the worksite safely.
Session 12: Assessments
Aims:
To assess the participants' understanding of the ES role and responsibilities.
Objectives:
Complete knowledge and practical assessments to confirm competence.
Course Pre-requisites
Must be at least 18 years old.
Must hold a valid Sentinel Track Safety Card and meet the requirements of NR/L2/CTM/021 – Competence and Training in Track Safety.
Must have a good level of literacy.
Must possess full IWA (Individual Working Alone) or COSS (Controller of Site Safety) competence (not probationary).
Must meet the medical requirements of Network Rail Standard NR/L2/OHS/00124 (Competence Specific Fitness Medical Requirements).
Must comply with Network Rail Specification NR/L1/OHS/051 (Drugs & Alcohol).
